What Is Dual Operating System In SAFe®?
Scaled Agile Framework (SAFe®) aims
to provide businesses with the guidance they need to create the innovative
digital products and services required to prosper in the digital era. There are
also many other ways that the company is dedicated to creating solutions beyond
developing them. Companies also need to care for customers, work with
suppliers, reward and improve their employees, manage costs and funding, and
comply with industry laws.
And it doesn't even cover sales,
human resources, finance, marketing, health & safety, administration, production,
manufacturing, and acquisitions, and the maintenance of many other functions,
systems, and people. These ongoing responsibilities require building a
sustainable, resilient, and credible organization that has clear
responsibilities for these functions, on-time paying bills, and creates an
environment in which employees can thrive.
The big challenge is maintaining
the long-term success of the company as well as the rapid development and
delivery of new digital products. These factors are altering protection and
lowering the life expectancy of large companies, especially those that have
failed to transition to the new digital working way.
Dual Operating System In SAFe
As stated in SAFe, one of the key
changes is the understanding that long-term survival requires the creation of
what Kotter calls a dual operating system. This business model combines two requirements:
1. A dynamic
people network focused on business transformation - creating, developing, and
maintaining innovative solutions for business.
2. A stable,
functional hierarchy focused on managing and developing a lucrative, viable
business that markets these solutions profitably and legally.
In SAFe, the dual operating
system’s two sides are "development value stream network" (network)
and "functional hierarchy" (hierarchy), and are shown in Figure 1.

Responsibilities Of Network & Hierarchy
To function effectively, each
side of a dual operating system has to perform different tasks. The network
helps companies improve the bottom line by providing new solutions. The
hierarchy plays an important role in maintaining and developing the business while
creating a stable platform for continued success. The goals of different
departments often cause tensions within the organization that can affect the
work being done. One way to overcome this tension is to ensure that department
members understand each other's responsibilities, as shown in Figure 2.

Hierarchy Responsibilities
As illustrated in Figure 2, each
side of a dual operating system has the responsibilities necessary to maintain
long-term success. The hierarchy lists everything from financial and legal
management to human resource activities, manufacturing, and more.
Companies must continually
manufacture and service the products and services that customers demand. These
responsibilities are performed through a set of the operating value stream
(OVS) that manages the flow of value from order receipt to delivery of goods/services
and payment collection.
Network Responsibilities
At first glance, the network's competencies
are much more limited as they focus on research, supply, development, and
product evolution. While this is by no means a minor task - the success of the
company depends on it - it is one and concentrated responsibility set. In order
to meet its mission, the network has a development value stream that produces
and implements new digital solutions.
